This happens because the cable uses an older revision of the chip (HXA) that Prolific has removed support for in their newest drivers. The "updated" driver you found might actually be the cause of the problem.
Most AWM 20251 cables use the Prolific PL2303 chipset. Years ago, Prolific updated their drivers to intentionally block "fake" (clone) chips. The problem? Almost all generic console cables use these clone chips because they are cheaper.
Look for the "VCP (Virtual COM Port)" drivers. For Windows users, the "Available as a setup executable" link is the easiest way to update. For Prolific (PL2303) Chips
