You can set a USB drive as "Extended Storage" to install games directly there if your internal HDD is full. Go to Settings > Devices > USB Storage Devices to format it for this purpose.

To install a downloaded (pirated) PKG game, your PS4 must be running firmware 9.00 or lower (or specific older versions like 5.05/6.72). If you see a lock icon on a game, go to Settings > Account Management > Restore Licenses to re-verify your ownership.
